The State of the Republic of Turkey announced that it had blocked access to Instagram on August 2. According to the statement made by the Minister, the main reason for this decision was the dissemination of content, called “catalog crimes” and contrary to the laws of the Republic of Turkey, on the platform. In particular, accounts and propaganda belonging to terrorist organizations such as PKK, PYD and FETO were among the most important reasons for the ban.

During the one-week period, intensive meetings were held between Meta officials and the State of the Republic of Turkey. As a result of these meetings, it was stated that Meta promised to meet Turkey’s demands and to remove content, especially catalog crimes, from the platform. It was also announced that important steps will be taken to protect user rights and not to close accounts without any warning.

Instagram being inaccessible for a week had significant effects on digital habits and social media usage in Turkey. Many users have turned to VPN services to access Instagram.

Local social media platforms and other platforms seen as alternatives to Instagram have experienced an increase in the number of users. Small businesses selling and advertising on Instagram were negatively affected by the access block. The necessity of reducing dependence on foreign platforms and creating a local advertising ecosystem was once again emphasized.

The Instagram ban has also reignited debates about freedom of expression and access barriers. While on the one hand, the responsibility of platforms to block harmful content was emphasized, on the other hand, concerns about censorship and interference with freedom of expression were expressed.

In addition, it was announced that Meta officials will soon make a high-level visit to Turkey with wider participation. It is expected that this visit will strengthen the cooperation between the platform and Türkiye and find permanent solutions to the problems experienced.
