The Ministry of Transport and Infrastructure is preparing a comprehensive regulatory package for shared e-scooters. This regulation aims to both increase user safety and encourage domestic production in the sector. According to Minister Abdulkadir Uraloğlu’s statements, it will be mandatory for at least 30% of the e-scooters put into service to be domestically produced. This innovation aims to reduce foreign dependency while paving the way for domestic manufacturers in the sector.

The Electric Scooter Regulation, which came into force in 2021, was insufficient to meet the needs in the sector. Therefore, it was decided to update the regulation. With the new regulation, changes will be made in many areas such as speed control, prevention of use in prohibited areas and data sharing. It is stated that these changes will bring important responsibilities to both operators and users.

The speeds of e-scooters will be automatically reduced

One of the most striking innovations in the regulation is the requirements for speed control. The speed of e-scooters, especially those used on roads with high speed limits or in prohibited areas, will be automatically reduced. However, operators will also be given the responsibility to warn users entering such areas. If operators do not comply with these rules, an administrative fine of 6,923 TL will be imposed. These penalties aim to ensure that the industry has a more disciplined structure.

The measures to be taken for the safety of users are not limited to these. Information such as charge level, estimated distance information and instant pricing will now be shared instantly in applications. In this way, users will be able to use their e-scooters more consciously. At the same time, the resolution of complaints made through call centers and mobile applications will be accelerated. Thus, the user experience will also be significantly improved.

It is stated that local governments will also play an important role in the new regulation. Municipalities will clearly state their decisions regarding parking and charging stations in e-scooter permits. This will support a more regular and controlled use of e-scooters in the city. In addition, thanks to data sharing, it will be easier for municipalities to make traffic regulations.

The 30% requirement for the localization rate of e-scooters was one of the most talked about articles of the regulation. This obligation aims to increase the contribution of domestic companies in both production and technology development processes. It was also announced that the activities of companies that do not meet the domestic production rate will be terminated.

These regulations cover not only production but also safety standards. In addition to the rules that users and operators must comply with, it will be mandatory to record accidents. These data will be transmitted to the Ministry database on a monthly basis and a comprehensive analysis will be made. Thus, concrete steps are expected to be taken to reduce accident rates.
