The requirements are based on four presets that will offer average targets of 720p/30 FPS, 1080/60 FPS, 1440p/60 FPS (or alternatively 4K/30 FPS) and 4K/60 FPS.
The requirements for the lowest preset are quite modest, calling for an i3-7100 or Ryzen 3 1200 processor and a GeForce GTX 960 (with 4GB VRAM) or Radeon RX 5500 XT graphics card. This shows that many gamers can play the game.
There Will Be Cross-Platform Support and PSN Interface

A more important development than the announcement of system requirements emerged today. According to the development, it was said that Legends, the popular co-op mode of Ghost of Tsushima, will have cross-platform support for playing with PS4 and PS5.

The PC version of Ghost of Tsushima will feature a pop-up PSN interface for PSN Friends List, Trophies, Settings and Profile, making it the first PC game to use this.
