New evidence has emerged that Microsoft has quietly introduced an internet connection requirement for Windows 10 installations. This change may make it difficult for users to cleanly install Windows 10 without connecting to the internet.
Internet Requirement in Windows 10 Installations
Microsoft recently reopened the Beta branch for the 22H2 version of Windows 10 and started testing new features with Insider users. However, although the arrival of these new features is good news for many people who are still using Windows 10 instead of switching to Windows 11, it is thought that it may be difficult to cleanly install the operating system without connecting to the internet.
In a situation first spotted by u/wokeaspie on Reddit, Windows 10’s 22H2 setup screen no longer includes the “I don’t have internet” option.
The user downloaded the Windows 22H2 ISO a month ago and burned it to his USB stick via Rufus. However, the problem appeared when the user started the installation after adding the June security update to the ISO with NTLite software.
The user claimed that he had previously cleanly installed Windows 10 with the same process, but did not encounter any problems. This is considered sufficient evidence that Microsoft has quietly enforced the internet requirement with the June cumulative update.
If this is an intentional change and not a bug, the 22H2 ISO of Windows 10 with the June security patch makes it difficult to complete the installation without internet and a Microsoft account. But just because it’s difficult doesn’t mean it’s impossible.

Fortunately, there is a way to bypass this internet connection requirement. Open Command Prompt by pressing Shift + F10 and type “oobe/bypassnro” (without quotes) and press Enter. This will reboot the system and allow you to complete the installation without requiring internet and a Microsoft account.
